what to you at ebay? is this $100 or more an item or $100 or more cart?
Its $100 in cart, I had 1 item of $99.99, it didn't work, I added another item and it worked flawlessly. But its surely targeted. Try to see in your my ebay if you can see the offer you are targeted and it will work, if you are not targeted it won't work.
Looks like 1 for 2 on my end, if it's valid on your account you'll see it towards the bottom of your "my ebay" page, and it's good through the 27th.

Yes it is targetted, as I'm not able to use it. It's not on the front page for me. The fact that it's on the front page for you indicates that you are included in the targeted customer base.
