I got 10% on my Blue Cash card and the terms state that it has to be used on a business card. Very strange.
I do all my shipping of eBay sales thru eBay's site. FedEx offers some pretty drastic discounts there (around 35%) so I use FedEx allot. However I don't think this deal will work through eBay's system.
To be clear, there are separate Offers for FedEx: FedEx Shipping and FedEx Freight. My FedEx Shipping Offer is 50% up to $1000. My FedEx Freight Offer is 10% up to $1000 savings.

Odd - mine said "Freight" only and for a biz card but listed in my personal OBC account - "Your enrollment of an eligible American Express Business Card (Card) for this offer extends only to that Card. Eligible purchases means purchases of FedEx Freight® Priority, FedEx Freight® Economy, and FedEx Freight® Priority Plus services. "
I had three. FedEx Office (10%), FedEx Shipping (50%), and FedEx Freight (10%), up to $1k on each.
