Is anyone else doing this offer having issues with their receipt being rejected? I've tried submitting 3 times now and it keeps coming back rejected.

What is that suppose to mean (in this context)? Are there U.S. military bases in countries with a minimum drinking age for coffee? Are there any such countries? If there are some such countries, then I have learned something new and interesting today.
I just realized that (probably) that disclaimer isn’t limited to U.S. military bases (that “legal drinking age” disclaimer is for all the locations mentioned). That doesn’t make the disclaimer any less confusing though. If anything, it is slightly-more confusing now, lol.
I'm assuming it is a promotion that is sponsored by an alcohol company and they want the people who are redeeming it to be of legal drinking age for alcohol so they are not promoting alcohol consumption to minors. I don't think the of legal drinking age verbage was referring specifically to military bases
