Just worked for me on a non-Prime account without a hitch.
It's still available. Just bought two (on two separate amazon accounts). You get a one-time $15 discount, so makes sense only to buy one and promotion can only be applied once on an account. Too bad. But I'll take $100 Airbnb certs for $70. We currently traveling and will be put to use!
