From the app, it shows a few random 7-11'd around the country that have mobile checkout, so I imagine it should work there as well. In or near:

My app also shows expiration 12/31
Worked for me in NYC last night. Had to get my cart over $5.50 before tax to checkout, so ended up spending just under $1 for $6 worth of stuff. Feel lucky I'm on vacation in NYC when this hit!
The offer was actually extended to 12/31/2019 the last time I saw it.
