It’s probably a combination of factors that lead to these shut downs and unless somebody from Citi tells us exactly what cause these shut downs, I guess we’ll never know.

If it is payment that causes shutdowns, then I'm left with very few options. I used to use Serve to pay all credit cards including Citi, AMEX, Chase... but now I want to avoid paying AMEX cards with Serve ("closing the loop"), so I'm left with Citi and Chase. I don't use my Chase much anymore, so most of my big charges are on Citi cards. If I can't pay Citi with Serve, then what's left? Transferring to my bank account? I'm not sure I want to do that, either.
