Stimulus: EIDL Grant For Small Businesses Will Be $1,000 Per Employee, Per SBA Clarification

Recent guidance from the Small Business Administration suggests that the ‘up to $10,000’ EIDL grants for small businesses with be $1,000 per employee, maxing out at $10,000 for businesses with 10 employees.

Background

There are numerous government programs which were introduced in the massive CARES Act – the bill which sends $1,200 checks to most Americans – including various grant and loan initiates for small businesses of under 500 employees. We gave a run-down of the basic details in this article. These programs are available for a sole-proprietorship or gig worker as well; think: an Uber driver, Amazon reseller, contractor, etc.

One of the more interesting programs – especially for the little guy – is the Economic Injury Loan & Grant (EIDL) which offers loans of up to $200,000 with no personal guarantee. Most interestingly, the bill also allows for $10,000 of the loan to be considered a grant instead of a loan; basically, a free $10,000 for any business negatively affected by the pandemic.

EIDLs can be used to cover:

  • Paid sick leave to employees unable to work due to the direct effect of COVID-19.
  • Maintain payroll
  • Increased costs due to supply chain disruption
  • Rent or mortgage payments
  • Repaying obligations that cannot be met due to revenue loss

It wasn’t initially clear how the ‘up to $10,000’ grant/advance forgiven part of the loan would be decided. Now, in what appears to be a bulletin from the US Small Business Administration to the state of Massachusetts (?), there’s a clarification that the grant/advance portion of the EIDL will be $1,000 per employee, up to $10,000 max:

EIDL Loan advances will start to be distributed this week. $1000 per employee up to $10,000 max

Self-employed/sole-proprietors/gig-workers/contractors should still be eligible as a “1 employee” business and should be able to get $1,000, I’d think. Larger businesses will max out at $10,000.

PPP + EIDL

Just a quick note here: you can get both the EIDL grant/loan and the Paycheck Protection Program (PPP) loan and forgiveness program. However, the bulletin notes that the advance/grant portion of the EIDL will be deducted from your PPP forgiveness:

Any advance up to $10,000 on the Economic Injury Disaster Loan will be deducted from the loan forgiveness amount of the Paycheck Protection Program loan.

While you can get both the PPP loan and the EIDL loan, the grant/forgiven portion of the EIDL will be reduced from the amount you can get forgiven from your PPP loan. So someone planning on getting a PPP loan (whether for the cash float or whether they just want the forgiveness element) won’t gain anything by applying for EIDL. You might as well just ignore EIDL and do everything through PPP since it has a lower interest rate.

Wrap Up

Lots of people jumped on this to apply early with the hopes of getting in on the grant before the allotted government fund are depleted, and they may be disappointed in getting less than $10,000 if their business is smaller. In some sense this is good news since it sounds like the grant is real, and that it should truly be feasible for any small business to get at least the smaller amount of money, even a single-member sole proprietorship, gig worker, contractor, and the like.

It might be the easiest $1,000 you make with a 10 minute application (find application link here), though it’s also possible they’ll make it a bit difficult with various protocols. And they might require verifications that the funds are being used for payroll, rent/mortgage, or other eligible expenses.

Far as I can tell, if you have a side gig (outside of your regular 9-5) which you report and pay taxes on and which has been negatively impacted from the pandemic, you should be eligible for this EIDL loan/grant as well. This is a business program so it shouldn’t take into account what other sources of income you have (e.g. your 9-5 job), it just takes into account whether the business has been hit.

Regardless, please do not commit fraud if your business was not negatively affected by the pandemic. A huge percentage of business have been affected, but not all. If you’ve been affected, but feel you don’t really need the money for your business to continue, you might consider taking the money anyway for your payroll/rent/whatever, and then donating the equivalent amount to charity (hat tip to Greg from FM who mentioned such an idea on his podcast).

Update 4/17/20: This $1,000-per-employee rule has now been confirmed by an email sent out from SBA as well.

Got my full EIDL $$ today. Sole prop//1 employee (me). I got denied couple places PPP for inane reasons (not a citizen, except I am? missing docs that were never asked for? etc). Gave up. I’d applied PUA also and just gotten accepted for that too, tho haven’t seen any $ yet (do have an approved determination tho).

So I have my $$- how do I distribute it to myself//use it? I have very low overhead in general and it’s even lower since the pandemic started (lotta my stuff is off limits now).

Ah, you took the loa. AFIK, they loan has to be used for business purpose like sick leave, payroll, buying materials, making rent and repaying obligations. The funds are not supposed to be used for physical repairs, expansions, bonuses or refinancing long-term debt per the site.

I applied as well, credit was pulled last week but no advance or loan offer. Got a 10k PPP loan already and waiting on 6 weeks of unemployment back pay.

We applied for the grant the first time around, then the money ran out. (Didn’t need/qualify for the PPP loan since I don’t have payroll to meet.) Then after the fund was replenished, we got a form letter from SBA last week saying they were processing applications in the order received. I have a small business with myself and my brother only as employees. Today we received a deposit of $2,000 for the EIDL grant. $1,000 for each employee. I also have an online resale business that I applied for since it has been hit hard also. I haven’t heard anything from that one yet. Still hopeful something will come through on it too. So they are still processing/paying out the funds. There is still hope for people who applied. I was unsure if you had to apply for the loan in order to receive the smaller grant. They were calling it an advance on the loan, but I did not apply for a loan and received the grant.

I applied 4/3 and haven’t heard anything myself but I’ve seen some posts that say they applied later than that and have already gotten advances and portal access. I’m not sure they’re really doing first come, first serve.

Per the SBA website:

he SBA will resume accepting Paycheck Protection Program applications from participating lenders on Monday, April 27, 2020 at 10:30am EDT.

With the additional funding provided by the new COVID-19 relief package, SBA will resume processing EIDL Loan and Advance applications that are already in the queue on a first come, first-served basis.

We will provide further information on the availability of the EIDL portal to receive new applications (including those from agricultural enterprises) as soon as possible.

I read that the SBA received like $400 billion in requests initially for the EDIL program with only $10 billion in funding. That is probably what led them to reduce the advance to $1K per employee. Like PPP, I wonder if even the applications in the queue are going to get funded before the funding runs out. One can hope that with the big companies most likely being taken out of the eligibility, more small businesses who need the loans will get them.

If one hasn’t applied yet, for either program, it still may make sense to do so if only to get in a queue if there’s yet another round of funding.

One thing few people seem to be talking about is the ridiculous, Puritanical morality-play by the SBA to restrict “prurient” workers in the adult entertainment industry (sex workers, strippers, sex shop workers, webcam workers, porn workers, etc.). Total bullshit. One local business had to start doing takeout with strippers before this was even a thing, and now they can’t even get the help offered to other businesses because of –GASP!– sexuality.

“It being easiest $1000 I ever made” doesn’t cut it with me. That “easy” $1000 wont even cover 1 months rent for my small 1 man automotive repair. Yet they give 100′ s of millions of dollars to bigger corporations that no doubt are in a much better position than I to recover from this crisis! Money goes to money and the small guy gets screwed, again!

For the benefit of DoC readers, I see a $1,000 deposit in my checking account from the EIDL application I filed on April 6. It had a unique description on the automatic deposit in my account. I’m a sole proprietor with one employee.

Sole proprietorship, gross revenues mid 5-figures, 1 employee (me). The email wasn’t specific about my application though, it was a mass email clarifying the terms, as well as comparing the PPP to the EIDL. Here’s some of the text of the email:

This is really hard to take. I’m the sole proprietor of a Project Management firm and my business could use way more that 1,000.00. Operating cost and all that is more, just because I don’t have employees doesn’t mean I’m a non valued company. Without at least the 10,000.00 loan I’ll close by the end of the month. Am I just a number to these people. What’s 1,000.00 going to do? Buy gas and groceries and pay bills for a month?

The PPP might be a better option for you. I’m pretty sure that for that program, payroll and employees is not the only eligible expenses that makes you qualify. It can also be other operating costs like rent/mortgage, utilities, and others so definitely check that out if you haven’t already. Even if you haven’t applied yet, Congress just announced a new round of funding for the program so you should be able to apply soon.

I applied for the PPP almost a week before the money ran out. Still at Stage 1, application received and have been warned by my lender that they were continue to process applications in anticipation of more money but that there are over 100K apps ahead of mine.

Honestly, what aggravates me most is that the restaurant lobby got that language put in to allow places like Potbelly, Mortons, etc. to get millions. And that they didn’t allow independent places to apply until 4/10 when those others were able to apply a week earlier.
