The Fine Print
- This 20¢/gal bonus offer is open to Fuel Rewards® Dining members only, beginning September 1, 2019 and ending September 30, 2019.
- To qualify and earn this bonus, you must (i) create a Fuel Rewards® Dining account, (ii) link a payment card to the Fuel Rewards® Dining account, (iii) spend $50 (including tax and tip) at any participating Fuel Rewards® Dining restaurant, bar or club during the promotion period, (iv) remain opted in to receive emails from the Dining program with a valid, deliverable email address, and (vi) continue to satisfy all applicable Dining member criteria during promotion period.
Our Verdict
Looks like this is only for new users rather than existing users unfortunately. Deal is made better when you stack with other deals, for example T-Mobile usually offers 10¢ off at Shell and certain states get 10¢ off per gallon for big ten Tuesdays.

Which restaurants are "participating fuel rewards dining restaurant"? I assume it doesn't mean dining on the fine food they have on the roller grills at Shell stations.

Yep, the same restaurants are here as for American Airlines dining, Alaska Airlines, etc. All of these seem to use the same back end.
