Unfortunately it looks like you need to be Rocky Mountain Law Enforcement (actually any state or government employee in CO is eligible) to be eligible to join.
The $99 annual fee means you have to spend about $10,000 on the card before you start to come out ahead versus a 2% card with no annual fee…

It’s open to pretty much all State, City, or County government employees in the state of Colorado, or a family member of one of those. Don’t necessarily have to be law enforcement. Could work at the dmv or water department.
