Citi’s ThankYou points program has added Accor Live Limitless as a transfer partner. The transfer rate is 1,000 Citi ThankYou points = 500 Accor Live Limitless. Accor has a revenue based program where 2,000 points = €40 off the booking price (roughly $44). That means points are worth 2.2¢ each, because of the transfer rate you’re effectively getting 1.1¢ per Citi ThankYou point. Not that attractive but could be useful in some fringe cases. Accor has quite a nice list of hotels, especially overseas. This transfer rate doesn’t seem like anything special, but if there’s a bonus to 750 or even to 1:1, this could end up being a very solid deal.
I really wonder why Citi has terrible transfer rates compared to Amex or chase.

CapitalOne offers the same 2:1 ratio. Neither Amex nor Chase transfer to ALL directly, so there’s no comparison?
Generally, most of Citi’s transfer partners are 1:1. Accor’s program has a more knowable, consistent value per point and should yield 1.1 cpp under this offer, well above average expected values for most hotel points.

Agreed. There are a handful of really valuable partners on Chase or Amex (e.g. Hyatt), so it’s fair to say TYP are a hair less valuable per point, but you can also earn more of them per dollar spent (e.g. Premier 3x vs CSP 2.1x).
