Paypal Digital Gifts is offering discounts on a number of gift cards. This is for direct purchase on PPDG, not via eBay.
Direct PPDG purchases have been working to get 5x with INK.

As with all PPDG direct purchases, you can’t buy multiple gift cards in one purchase, it’s always one at a time. There’s no official limit, just until Paypal stops you.
I was able to buy $240 in gift cards (cost of gift card) until Paypal started sending me through verification hoops, got another $200 with the hoops, then had my Paypal account frozen. Unfroze, tried again, no dice – it just refroze the account. This is consistent with standard PPDG operating procedures; you can usually get under $250 without an issue, then another couple hundred with hoops. I don’t know if PPDG direct and PPDG on eBay combine their limits or if each is independent.
