Got a similar looking email this evening with $10 off $100 spend.
I got a similar offer a couple months ago. Mine failed to trigger on the Ebay purchase I tried to use it on, despite meeting all the fine print and having activated the offer. After a complete waste of time with the Paypal chat support, I ended up having to call Paypal phone support and they were able to issue me a $5 credit to make up for it. Hopefully this incarnation won’t have that problem for anybody, but I found that people have had problems with similar offers on and off for years (complaints all going unanswered on Paypal forums), so just a heads-up.
Once ebay stops using paypal next year, I don’t think I will ever be using paypal again. I really think they will lose a majority of their business once that happens.

Exactly my thoughts as well but as is usual I didn’t receive any email from Paypal regarding this offer. Why do I never get targeted for these offers I always wonder!!
