- American Express makes changes to EMV chargeback policy to limit fraud costs for merchants by Reuters. Merchants won’t be responsible for charge backs under $25. Dealing with chargebacks is extremely costly to merchants (not just when they have to pay for fraudulent transactions), so this should alleviate some pressure so they can better focus dealing on high value transactions.

You are correct, Radius Bank did offer a 1% debit card redeemable towards student loans. Wish they’d expand it to 529 accounts.
Was that other card discontinued and this is the replacement?
