Actually no because using PayPal means that the merchant is PayPal, not Samsung.

Have two Chase cards. Freedom Unlimited got the 20% w/$51 max. Freedom Flex got 15% w/$38 max. Wonder if Samsung website lets you check out with two cards.

Edit: Samsung website (https://www.samsung.com/us/payments/) says splitting is possible.
