OP Doesn’t know how ratios work. Ratios best-practice and whole point is to be whole numbers this is a 10:13 ratio! Not a 1:1.3 LOL.
When we refer to transfer rates we usually say 1:1, some transfer bonuses are not 1:1 and this makes it clear.

I find the Virgin Atlantic website very buggy. Often gives me error messages. At best displays no flights or fares available. A shame since I see several youtube videos displaying how they use Chase transfer partners Virgin Atlantic to Delta Airlines for Europe and Asia travel. I suggest clearing your web browser cache, history, and everything aside from your passwords and possibly using incognito mode to use Virgin Atlantic’s poorly written website.
something to keep in mind, It doesn’t appear like award tickets with virgin atlantic can be canceled without fees…I realized after I transferred a ton of points from Amex 🙁

Once tickets for a Rewards booking are issued, no name changes are allowed. If for any reason a flight Reward is cancelled by the Member outside 24 hours of departure, 100% of the Virgin Points will be re-credited to the Member’s account. A cancellation fee of £30 for changes to flights originating in the UK, US$50 for changes to flights originating in the US or local currency equivalent of US$50 for changes to flights originating in any other region will apply.
