January-March is not ideal for sightseeing in Europe.
Hence the deals I’d imagine, but still not cheap enough given the weather during those months.
Depends on the location. My most recent February experience in Venice was great. No crowds or lines. Highs in the mid-50s. Lower air fare.
I see premium select seats for 90k RT from LAX to CDG. Are these seats / meals any close to business class?

just do a calendar search on Delta.com from the city you want. I did one from YYZ and i see 42,000
