This promotion is targeted; it’s not entirely clear where the source of this promotion is – my guess is that it was sent out to some eBay users via email. In any case, it seems to be working for some people, even those who didn’t get the communication, but not working for most.
Oddly enough, when I first saw some people mentioning this coupon earlier today, I tested it out on my eBay account and got it to work (on physical gift cards, not on e-gift cards). But then a few minutes later, as I continued my testings to see what it works on, I couldn’t get it to work on anything, even ordinary products.
