Our Verdict
Not everybody will be targeted, just do a search for eBay and it should show up if you are (if you just see the 1% cash back offer you’re not eligible). Worst case scenario with this you should be able to buy a $1 item with free shipping and come out $4 ahead, not sure if gift card purchases will work or not but that could be another option.
