Looks like INK 5x coding is dead. Only 1x on recent PPDG purchases 🙁
Be careful buying those Toys R Us gift cards with the company going through bankruptcy protection. Toys R Us has said that all gift card purchases will be honored, but of course they would stay that. Who really knows what will happen when all is said and done.
If you bought a gift card, don’t wait to use it. Buy something with it sooner rather than later.

Can the Toys R Us GCs be used towards the purchase of GoC cards?

Toys R Us has been hard-coded against any gc purchase with gc for a looong time.
I think it died during tail-end of eBay bucks earning on gc purchases days.
