Paypal sent out a Policy Update email with a few small updates. One that I found a bit interesting is this:
We’re updating our User Agreement in anticipation of expanding our capabilities for PayPal Payouts. PayPal Payouts is being enhanced to allow payments to be directed to Venmo account holders in addition to PayPal account holders.
My read is that it’ll be possible to send money from a Paypal account to someone else who does not have a Paypal account but has a Venmo account. That sounds like a useful feature. I assume the way it’ll work is you’ll send money to the email address associated with the Venmo account, and Paypal will prompt them to accept the funds in their Venmo account.
The change will go into effect on July 9, 2019.
I wouldike to send my daughter money to her Venmo account using my PayPal account. Can I do that?
I would like to do the same, but so far, everything I read suggests otherwise. It is frustrating! I don’t want to create two accounts for the same company.

Yes it is possible to transfer money from PayPal to Venmo.
How you do this is get yourself a Venmo debut card and link it to your PayPal account hit transfer and select that card instantly is 1% fee or free if you do the 3 day Option

Ive been trying to do this for days won’t work. Always gives me a error. I have deleted the card and added it thinking maybe I entered it wrong. Nope just doesn’t work

Paypal and Venmo are not interchangeable. Can’t use PayPal to send $$ to someone on Venmo unless you have both accounts – or transfer money from Paypal to your checking account and then to your Venmo account.
I think this is not for regular users. You have to have a business account with PayPal. See https://www.paypal.com/us/brc/article/paypal-mass-payments, which describes the PayPal Payouts service.
The blurb about Venmo specifically mentions PayPal Payouts (uppercase “P” on “Payouts”, meaning it’s a specific, branded service, not general payouts for most users).

For Venmo to Venmo payments, you need to type a screen name starting with @, you can also do a phone number I believe. Maybe that is how you can transfer funds from PayPal to Venmo.
We’ll have to try this out after it goes live in July.
Since venmo has been cancelling the accounts of non profits, what we really need is a venmo >> to >> PayPal feature.
A heads up- you’re misunderstanding this.
Payouts is a feature that PayPal has so companies can pay out to customers. Payouts to Venmo is going to GA in July.
After you send the money, PayPal will shut down both accounts.
Seems to me like it’s only for ‘payouts’, when you have a balance, you’d be able to transfer to venmo instead of a bank account.
I wrote “my read” because the language does seem a bit unclear, but the words “directed to Venmo account holders” sounds to me like you’re sending it to someone else.
It is possible that they’ll only allow sending to a Venmo account when you have a Paypal balance, whereas when sending to a Paypal account you can send ever without a balance by pulling from your bank.
