Update 3/10/19: Plastiq is back up and running. Some readers are still reporting some intermittent issues but should be working for most people.
Update: Plastiq provided the following answer to our query:

Plastiq (bill payment system that allows you to use a debit or credit card) service is currently down and has been for the last 24 hours+. When logging in you receive the following message:
I know some readers are eager to get some last minute Paypal Business debit card transactions before bank funding only is enforced on March 11th. We’ve reached out to Plastiq to see what is causing the issue and a timeline for when service will resume.
