The Fine Print
- Targeted – the offer is not transferable.
- Must activate offer before using.
- Qualifying purchase or items listed for sale excludes all items in the following categories: Classifieds, Business & Industrial, but only for Heavy Equipment within that category, Real Estate, Gift Cards & Coupons (including eBay Gift Cards, Gift Cards, and Digital Gifts within that category), Bullion (within the Coins & Paper category), and all categories in Motors, except Parts & Accessories.

- eBay Bucks Rewards are capped at $100 per transaction and $500 per Earn Period.
Our Verdict
You might not be able to get portal rewards when shopping through the app, in which case there isn’t much gain from the 2% app benefit.

I was never spending a lot. Actually, after they nerfed the program, I was earning no more than 1-2 ebay bucks every quarter. Even so I was still getting all the offers until recently.
