Our Verdict
(I’m putting the fine print at the end this time since it’s so long.)
The offer itself it quite nice. For example, you can get 2x SPG points per dollar at small businesses, and if you have the other double SPG offer, you’ll end up with 3x per dollar. The 1.5% Schwab card will earn 3% at small businesses. Everyday Preferred will get 2.5 MR at small businesses.
The big limitation of course, is that most of us do the large majority of our spend at large businesses, not small ones.
Overall, I’d say it’s a nice offer had it come any other time of the year. But coming now as a Small Business season offer, it’s likely that this is all Amex has planned to replace the old Small Business Saturday offers, which used to be much better.
Disappointment.
The Fine Print
Once you enroll the primary card, all authorized-user cards will automatically get the double rewards.
You will not earn 2X rewards (i) on any bonus you may already receive with your Card, including any additional points/miles/cash back that you may already receive when you spend on certain types of purchases or at certain merchants or (ii) on any other bonus/rewards you may earn with a different promotion or offer from American Express. This offer applies to the first $250,000 in purchases for each eligible Card Account issued to a business and the first $100,000 in purchases for each eligible Card Account issued for personal use, starting from the time you complete enrollment through 12/31/16.
You must enroll your eligible American Express Card at amex.co/shopsmalloffer to start earning 2X Rewards on purchases at qualifying small businesses through 12/31/16. If you have more than one eligible Card, you must separately enroll each Card. The following explains how eligible enrolled Cards earn 2X Rewards during the offer period:

Anyone know of similar offer (2x for small business) in 2017 ?
No, this offer was for small business week so probably won’t offer something similar until that comes around again.
Amex is in cost-cutting and layoff mode. For those expecting them to have a lucrative offer anytime soon, don’t hold your breath.
The irony is customers will shift their spend to competing credit cards, which hurts Amex’s business.
I definitely wouldn’t label this as “quite nice.” Once again, they’re not going to entice people to leave their house over the holidays to shop small with this offer.
Normally I wouldn’t assume this was it, but considering last year was worse, this seems to be par for the course.
Jeremy, how are you getting 3x MR, 9x HH, 4% cash on restaurants?
But to answer your question, I would take 4% cash back out of those choices.
PRG is 2+1x, Hilton Surpass is 6+3x, Simply Cash is 3+1%.
To those on DoC reading this: Would you recommend 3x MR, 2x SPG, 9x HHonors, or 4% cash back at restaurants?

I have PRG and I’m interested in using this offer for dining.
Will I get 3x MR points at small business restaurants or will I get nothing additional and just receive the regular 2x points on small business restaurants?

More than half my Amex cards are ineligible. I guess this shows which cards they want us to use.
I was able to enroll BCE, BCP, SPG business, BGR, and Platinum. Only OBC isn’t eligible from my cards.
I thought some of mine were excluded as well, as I couldn’t get my SPG personal to show as eligible after logging in directly to my account. The link at the top of the post has you select personal or business card to enroll and then select from cards grouped by reward currency. My SPG showed as eligible when selecting Starwood through the link.

You have to go through separately for each card and select that card line to enroll.
I was able to enroll SPG business in this promotion.
Well, this is disappointing. The small businesses I frequent either don’t accept Amex or I already earn bonus for spend at those small businesses (groceries, restaurants).
And now, the best part – As of the writing of this comment the Amex page to find qualifying merchants give the following error:
