It works to or from the UK. Not only ex-UK.
As I noted in my post, it works for flights TO London as one ways as well so that makes it more attractive – 6,500 points and $93 for a one way that would cost much more in cash or miles.

FWIW, back in September, I booked 4 one-way tickets from LON to PAR on 4/16…just checked and it’s the same price in Avios today.
And then spread your cheeks to take it up the arse in departure tax and fuel surcharges 🙂
Seriously, fees come out to more than a round-trip economy flight on the same route typically.
