The Fine Print
- Starts at 12:00:00 a.m. Eastern Time (“ET”) on December 18, 2020 and ends at 11:59:59 p.m. ET on December 28, 2020 (“Offer Period”)
- Open only to residents of any one (1) of the fifty (50) United States or the District of Columbia who: (1) have a U.S. personal (including PayPal, PayPal Cash and PayPal Cash Plus), premier or business PayPal account (“Valid Account”); (2) are eighteen (18) years of age or older; and (3) receive an authorized invitation to participate in the offer from PayPal (“Invitation”)(eligibility for and those who receive the Invitation will be determined by PayPal, in its sole discretion) (“Eligible Participant”).
- Once the steps described below are completed and verified, Eligible Participants will earn the $5 USD cash (“Reward”). Reward will be added to the Eligible Participant’s Valid Account within approximately one week after verification of Eligible Transaction (defined below). Rewards are only available to the first 135,000 Eligible Participants that successfully claim the Reward and will no longer be awarded once the limit is reached, as determined by PayPal in its sole discretion. There is a limit of one (1) Reward per Valid Account. You need to have a PayPal Cash, PayPal Cash Plus, or business PayPal account to have a balance. If you do not have or open one of those accounts, you can only transfer your Reward to your bank account or debit card linked to PayPal.
Our Verdict
Similar recent deal required sending $10 to a friend as well. Nice and easy $5 if you’re targeted.

I did not get $5.00. Here is the explanation I got from PayPal as of why:
“On February 14, 2000, you created a PayPal account (“Account”) at which time you agreed to PayPal’s user agreement (“User Agreement”). In order to prevent fraud and help ensure the safety of the PayPal system, PayPal routinely reviews account activity. On August 10, 2019, PayPal’s Compliance department determined additional information was needed from you, as part of the regulatory and legitimate interests of PayPal. Specifically, the Internal Revenue Service (“IRS”) law requires that all U.S. payment processors, including PayPal, report gross payment information to the IRS about certain customers who receive payments for the sale of goods or services. As a result, we limited your Account, as permitted under the Restricted Activities & Holds section of User Agreement. This limitation prevents you from closing your Account or receiving funds. At that time, PayPal’s Compliance department requested that you add and verify your tax reporting information to your Account. Reminder emails were sent to you on July 16, August 8, and August 22, 2020. On February 1, 2021, PayPal launched a marketing promotion offering a $5.00 reward (“Reward”) to eligible customers who activated the offer and downloaded the PayPal app by February 28, 2021. The Reward would then be added to the eligible customers’ accounts within five (5) to seven (7) business days of verification. On February 14, 2021, you logged into your PayPal account via the PayPal mobile app, attempting to receive the aforementioned Reward; however, due to the limitation placed on your Account, the Reward was not applied to your Account. Per the Miscellaneous section of the Terms and Conditions of the promotion, “Valid Account must remain in good standing from the time of participation through Reward fulfillment to redeem a reward…” As your Account was not in good standing due to the limitation, your Account did not satisfy the Terms and Conditions to qualify for the Reward. Accordingly, we have denied your request for a credit for the Reward. Should you be in a position to provide us with the information requested above, we will be happy to review the limitation further at that time.”

Same, Dec 22. No email from Paypal that I’d received money. But then, I didn’t receive an email about this offer but found I was eligible for change. Bonus: they stopped nagging me to download the app!

Can anyone confirm the sender in this email? I got the email and was hit with the same Not eligible for this email address rejection upon clicking the link. Messaged PP and was told we only send out emails from [email protected] mine came from [email protected]

Sometimes I wish the PayPal credit card was more competitive due to the increase in online sales due to COVID 19

shhh…Don’t Bite the Hand That Feeds
I got it in 2 different email addresses, but when i click the email link, it says not eligible for this email address, use the email associated with the offer…. Um, yeah, i did. I never use apps unless absolutely necessary, so it should have worked since I’m certain i never downloaded the app before.
Got the offer and followed. Nothing yet after 30 mins

Is this for those who got the email only or the link posted here can verify eligibility?
Today when I logged into my Paypal account on my laptop, I got the $5 offer for downloading the Paypal app and logging in. So I did but no reward yet. Logged into P2 ‘s and P3’s Paypal accounts, one got offered $25 back if making 3 $35+ purchases at selected merchants (Walmart, etc), one got offered $5 for sending $10 to someone.
The page I got for this $5 didn’t have a save offer button as shown in the DoC post so may be that is from the email.
The $25 offer has been around for quite sometime. The save offer button on this one is weird – no matter how many times you save it it doesn’t show as saved anywhere.
Also that offer has a max number of users cap which probably has been hit long ago.
When I repeated the process with P2 and P3 account, it did the Eligibility Check then said “Not eligible for this email address”. I think that’s because P2 and P3 previously had used the Paypal app. Tried P4 and it passed the Eligibility Check. Going to try P5 and P6 🙂 next.
I was also trying it on laptop first and passed eligibility check . After that it was a get the app button and QR code for me.

P1 not eligible. P2 passed eligibility check. P3 not eligible. All three received the email invitation.
