Usually they are just using the back end of one particular program and then showing different brands that use the same back end (e.g booking.com and it’s affiliates). Even if they use multiple different back ends, most online travel agencies require you to offer them the best price or risk being removed/’fined’. If you don’t care about elite status/points, just stack with Hotels.com.
