Correction: We incorrectly stated you could fly business class on way to Portugal from North America for 25,000 miles. This was based on deducting 50% off the price listed in the linked award chart, it turns out that award chart already showed the discounted prices. This is confirmed when using the book with miles tool, business class one way to Portugal shows a pricing of 100,000 miles. We’d like to apologize for this mistake, in future we will be more careful when discussing programs we are not familiar with.

Our Verdict
Looks like you can do one way business class from North America to Portugal for 25,000 miles, or economy for 13,000 miles 50,000 miles or economy for 26,000 miles. Problem is getting the miles, TAP isn’t a transfer partner of any of the flexible programs unfortunately, apart from Marriott. You can transfer 60,000 Marriott points for 25,000 TAP miles.
