I went to a Target store today and signs for this were posted all over the toy section.
If you buy something outside of the restricted items, there doesn’t seem to be a cap. I just purchased a $400 outdoor toy for the kids and this promo applied for the full $100 off.

Like someone else mentioned, my Target Circle 25% off coupon off one kid’s toy or book expires November 21 as well.
Mine is showing a Nov. 21 expiration date, not Oct. 31.
