I’m fairly certain that the cash advance issue on SVM/eBay purchases has been resolved, likely since around March 1.
SVM gift card purchases on eBay were coding as “Prepaid” due to a Paypal bug and thus triggering cash advance fees on some credit cards. The problem persisted, even after SVM claimed it was resolved, and – incredibly – even after Paypal issued compensation for the fees on February 21.
As of around March 1, the coding on SVM now comes up as “nondurable goods” and should not result in any fees.
I’ve seen two data points regarding Chase cards, one with a Citi card, and I have a personal data point with US Bank/Fidelity card. I also see clearly on my Amex statement that the coding changed from ‘Prepaid’ to ‘Non-durable goods” sometime between February 23 and March 1.
I’ll have to test again whether it earns 3x with ATT since the coding change; it used to not. Update: it now codes at 3x.
In related news, Paypal sent out a second round of cash advance refunds a few days ago. First round, most people got $20 and some got $29, second round seems to have been a lot of people getting 2 x $20.
Can you explain how to get 5X using Ink buying from PPDG?
I believe it codes as office supply.
Just add your INK Plus or INK Cash card to your Paypal account, then buy an e-gift card sold by PPDG and pay with the INK card in your Paypal account. You should earn 5x as part of the Utilities category.

We said there that PPDG codes at 5x, not SVM.
okay but the gift cards are sold by SVM when i clicked and you mentioned 5% bakc with ink with papal digital, so i thought you mean they are sold by PPDG. Why you mentioned PPDG in the bottom then?
That post you linked has gift card deals on ebay. Some are from SVM and some are from PPDG. He discusses buying from each seller in one post because they are both gift card deals on ebay. Is that what is confusing you?
As Deb says, there are a few gift card sellers on eBay. So the PPDG seller gets 5x and SVM does not.
Since it is being coded as “nondurable goods” we won’t get 5% back in ink cards right?

SVM never got 5x, and I assume it still won’t. Maybe it’ll now get 3x ATT, we’ll see.

SVM didn’t qualify before, so no difference.
I wasnt charged any cash advance fee (used AMEX card). But paypal still reimbursed 20 dollars for the “cash advance fee reimbursement” 🙂
It looks like they paid everybody who bought from SVM during the specified dates.
