Low-Income U.S. Residents Can Get Free Internet With Government Program

Update 5/9/22: This program has now been renewed with an additional discounted rate on internet service of 100 mbps to bring down the cost to $30, and then get a $30 subsidy. If you are in area serviced by the 10+ providers on the program you can enroll in their $30 plan, get $30 back from the government benefit, and pay $0 for internet (other than some taxes).

Update 2/13/22: This program is now substituted with a new one called Affordable Connectivity Program. The benefit has been reduced from $50 to $30 (those who were enrolled during 2021 will continue to see their $50 benefit through March 1st). More people can now qualify for the benefit; for example, previously you needed income below 135% of the Federal Poverty Guidelines, and now it is 200%. There are other ways to qualify as well. Starting today (5/12/21), low-income U.S. residents can take advantage of a new government program called the Emergency Broadband Benefit which gives a $50 monthly subsidy on your internet broadband cost. The funds are directly paid to your provider and reduces the cost of your monthly bill.

A household is eligible if a member of the household meets one of the criteria below:

  • Has an income that is at or below 135% of the Federal Poverty Guidelines or participates in certain assistance programs, such as SNAP, Medicaid, or Lifeline;
  • Approved to receive benefits under the free and reduced-price school lunch program or the school breakfast program, including through the USDA Community Eligibility Provision in the 2019-2020 or 2020-2021 school year;
  • Received a Federal Pell Grant during the current award year;
  • Experienced a substantial loss of income due to job loss or furlough since February 29, 2020 and the household had a total income in 2020 at or below $99,000 for single filers and $198,000 for joint filers; or
  • Meets the eligibility criteria for a participating provider’s existing low-income or COVID-19 program.

That’s a long list of things that make someone eligible, and I imagine many readers will be able to make use of this program. It can amount to hundreds in savings since it appears the program will be around for many months (“program will end once the program funds are exhausted, or six months after the Department of Health and Human Services declares an end to the pandemic, whichever comes first”).

Seems like the federal link is overloaded, you might have more success with your carrier’s website. See this SD post for direct links to the various internet providers discussing this benefit.

The program also offers eligible households a one-time discount of up to $100 to purchase a laptop, desktop computer, or tablet from participating providers if they contribute more than $10 and less than $50 toward the purchase price.

Sue is there a set end date? I read that the program will end when the funds run out which could be August but I haven’t really been keeping up on all the latest news.

What should ACP households expect?
All households enrolled in the ACP will continue to receive the benefit on their internet service until ACP funding, which is currently projected through April 2024, runs out.

Please note that as per a close friend, when she qualified for the ACP and had AT&T apply the discount to her internet, AT&T removed the ongoing discount(s) she had on her bundled cable so that her total bill for internet & cable actually went up! She has u-verse with AT&T and they refused to reapply the ongoing discounts to her bill which were supposed to be in effect through March 2023.

Talked to Spectrum today, and now the story is that Spectrum 100 *is* available for existing ACP customers but at a rate of $54.99 and not $29.99 (they’re still saying that’s for new sign-ups).

So, with the $30 discount, it would not be free but rather $24.99 ($54.99–$30). Still pretty good, but you do have to call to get switched over it. It won’t happen otherwise.

What you wrote is not what the program page says.

You wrote :

What the page says :

Your household qualifies for the Emergency Broadband Benefit if it has an income at or below 135% of the federal poverty guidelines OR any member of the household:

… (further qualifications)

The page is very poorly written, though.

It says that one of the qualifications for “any member of the household” is :

Experienced a substantial loss of income since February 29, 2020 due to job loss or furlough AND has a total household income in 2020 at or below $99,000 for single filers and $198,000 for joint filers;

In other words, now there is another household income qualification that comes in within one of the bullet points.

And why use 2020 income, ie. from 2 years ago ? Our household would qualify if 2021 income was used. But not 2020 .

So, I’m in a 300 mbps plan for $40.
Is it even worth it pursuing this?
Like do I need to downgrade to 100 mbps plan?
Also my provider website lists this:
“The Affordable Connectivity Program through the Federal Communications Commission (FCC) provides eligible TDS® customers up to a $30/mo. credit toward Internet service.”
My plan is $70/mo with $30 discount. Will I be receiving additional $30 discount.

If $15 sounds good to you, As I understand it, the best you could do is $54.99-$30=$24.99 given that you’re not a new sign-up. Unless you want to let it lapse for a month or whatever period of time is considered necessary to be a new signup, then you could get the free one.
