Keep in mind, the bonus is not available if you’ve opened or closed a Citi Rewards+, Preferred, Premier, or Prestige card within the past 24 months. I’ll update the annual fee part. The Reddit DP reported it shows the 24 month rule, odd that you don’t see that.

I think your offer section is incorrect. References 60k instead of 70k.
And the recent Premier terms have been “Bonus ThankYou® Points are not available if you received a new cardmember bonus for Citi Rewards+SM, Citi ThankYou® Preferred, Citi ThankYou® Premier/Citi PremierSM or Citi Prestige®, or if you have closed any of these accounts, in the past 24 months.”, so a PC to Rewards+ or Preferred shouldn’t disqualify you.
product changes are often considered account closure with citi, so yes it would disqualify you
Good point, I wasn’t clear. PC from something like a DC or AA to Rewards+ wouldn’t disqualify you.
