Our Verdict
If you can save the offer you should be eligible. Might also be able to pick up some good deals in that category with people trying to unload items to get the bonus.

According to the terms
“The Coupon will be awarded within two weeks of Thursday, January 31, 2019. Once awarded, the Seller will be able to access the via email or in the “Messages” tab within “My eBay”. The value of the Coupon will be worth $20. The Coupon is not transferable. The Coupon is subject to other terms and conditions. Limit of one (1) Coupon per eligible, participating seller.
