It’s currently not possible to transfer Chase Ultimate Rewards points to Flying Blue (AirFrance/KLM). According to reader LC this has been down for the last two days. These sort of issues happen infrequently but are usually resolved within a few days or a week, there is no reason to suggest that this is a long term issue.
