Hat tip to Rosco, thanks! I re-activated my service on 2 burner accounts. Claimed the $10 code on each one. Immediately repaused each account.
Also realized you can copy/paste the promo code and apply the $10 promo credit on your main Google Play account. Or give the credit to a friend.

Offer worked for me with already-active Fi subscription. Terms say “Redeem by Jan 5, 2022, using the unique code. While supplies last.”
Google Play also has a deal of “make 5 purchases of $0.99 or more to earn 100 points” worth $1. Offer visible in-app in the Play Points section.
Unsuccessful with service paused
I reactivated my paused service for a minute (costs $0.01) and was able to immediately claim the $10 credit. Got the code, then paused the service again.
