Per the comments on the article it looks like the Amex “loophole” isn’t real and just a mistake by amex — law says refund is pro-rata on 2/3 of the annual fee, not 2/3 of annual fee refund.
I saw today at US post office there was a deal on either visa or mastercard gift cards over $50. Decreased activation fee by $3 Dec 1-14 2018. I saw it briefly so I can only remember faintly.
