PATH is not run by the MTA. Why would you expect to get credit?
I received the offer for paying with my Amex at the OMNY faregates on the JFK AirTrain (also not run by the MTA).

Did you receive all the credits yet ?
I only got 1 myself. Chatted with Amex and they say that other charges were not eligible (which is BS). I opened an investigation.
I did ultimately, but had to call in and do chat reminder, claw it out of Amex.
