Previously, enrollment was only through the enrollment page. They just added the possibility of enrolling via Twitter by tweeting #AmexNYCRW from a connected Twitter account.

Our Verdict
These offers are location specific. Being that these areas are from the most populated in the country, many people will be able to make use of these. You should also be able to  do split-tender in the hotel or restaurant, in the event that your total is more than $250/$25 and maximize the offer that way.
