Our Verdict
This offer is probably showing up on cards of those who live in the area. Let us know if you find a public signup page.
Be sure to check the Dine LA website to verify which restaurants are eligible. Max out the offer by purchasing gift cards for the next few months of eating out. Each offer seems to be valid unlimited amount of times so find the card you want to maximize and do it all on that card in $30 increments.

Can anyone confirm that this deal works for multiple uses? It says “each time you dine,” and there’s no limit stated. I already used mine this last week, and I’ve got another Dine L.A. dinner next weekend.
Just replying to myself: yes, the offer triggers multiple times, or at the very least it triggered a second time for me on a second restaurant. I did not have to sign up for the deal again (or rather, it said I was already signed up). No guarantee that it would work a third or more time, or if it would work twice in the same restaurant.

I vaguely recall possibly being targetted last year, but haven’t used the offer back then since I don’t live in LA, either.
I don’t think they target based on where you live, TBH — never even used my AmEx in LA before.
