It sounds like the new site design was never actually completed and made available for customers, from my understanding of that article. (It was months past the deadline for going live, and then Hertz terminated the contract rather than paying the additional $10m that Accenture was demanding to actually finish the new site.) So it’s not about their current bad site, just about why the intended upgrade to it turned out even worse and left them stuck with the current bad site.
