The terms don’t exclude variable-load cards; in practice, some people have had problems in the past (which is weird since you’d think the $150 amount is typically an amount purchased on a variable-load card) while others have had success. It might be it depends on the store, the card-type, or some other factor.
The $500 cards are most useful for racking up grocery spend without any cost since the coupon more than negates the activation fee.
