Yes as long as your not using it for the initial bonus. I use Amex personal card which gets 6 percent back at grocery up to 6K in spending per year. Does have annual fee–$75 or so.

Is there evidence that Safeway reports L3 data to Amex? Why is min spend treated differently than otherwise?

I am pretty sure there have no reports of Safeway reporting L3 data to Amex. Amex did punish some players but I thought they based it mainly on unusual spending patterns at grocery stores.
yep, a friend has a surpass that got 150k SUB pts after spending $3k at safeway affiliated stores; then, did the 12x bonus offer @ grocery stores in 2019, but not single pts ever posted; then recently completed $5k spend for a 10k bonus pts, but again 0 pts; chatted with amex and just learned that amex has now applied the pts earned to the clawed back 150k SUB awarded in 2019
nowadays i prefer mc to visa; will do staples & safeway on 1 trip
It is so hard to liquidate now. Miss those days one trip out, MS >10K in WAL+PS
