I was able to open an account last spring out of footprint, also in Oregon, because I had another bank account in Idaho and I think that satisfied the requirement.
If I remember correctly the bank only had an ATM in Idaho, but it was enough. It might have been Gesa?
Credit card funding is allowed, in-branch at least. No Amex. New accounts rep did not know the limit other than, “I know 7k is too much.”
